The National Institute for Reproductive Health (NIRH) and the National Institute for Reproductive Health Action Fund (NIRH Action Fund), advocacy groups that fight for just and equitable access to reproductive health care, are seeking a full-time Lobbying Compliance Manager to directly support the Finance and Operations department.

This is a benefits eligible, 0.8 full-time, non-exempt position that will require 28 hours of work, with flexibility, during normal business hours, Monday to Thursday, 10 AM to 6 PM. The annual salary for this position is between $91,400 to $95,000 commensurate with experience.

We don’t just push back against restrictions on reproductive autonomy; we fight for a society in which everyone has the freedom and ability to control their reproductive and sexual lives. 

THE ROLE

Reporting to the Vice President for Finance and Operations, the Lobbying Compliance Manager will serve as an integral team member ensuring compliance with government entities and mitigating legal risks. The Lobbying Compliance Manager will act as a liaison between attorneys and internal staff – facilitating communication and reducing administrative burden by overseeing and managing entity registrations and the tracking and reporting of all lobbying conducted by NIRH and NIRHAF staff.

RESPONSIBILITIES:

  • Oversee the tracking of NIRH (c3) / NIRH AF (c4) lobbying activities and expenses to ensure compliance with state and local lobbying laws.
  • Develop and maintain an advanced, up to date understanding of lobbying laws in identified NIRH/AF priority states and localities.
  • Monitor developments in lobbying laws and compliance requirements for 501c3 and 501c4 organizations. 
  • Prepare and file required lobby registrations for identified staff who will lobby in specific states and localities year to year. 
  • Prepare and file required reports and other necessary documents with local and state agencies for lobbying compliance based on communicated deadlines. 
  • Serve as the internal point of contact regarding lobbying related inquiries from staff/lobbyists. 
  • Serve as the liaison between external attorneys and NIRH/AF staff pertaining to lobbying compliance. 
  • Conduct training sessions for NIRH/AF staff on lobbying tracking and reporting processes. 

QUALIFICATIONS:

  • 3+ years of experience in compliance oversight for lobbying, public policy, or government relations.
  • Deep understanding of lobbying laws and regulations at the state level.
  • Ability to analyze complex regulations and distill key insights into clear, concise and actionable information for non-specialist audiences.
  • Ability to draft, update, and implement compliance policies and procedures.
  • Demonstrated experience developing and facilitating compliance training.

  • Ability to work independently, while also collaborating in a team setting. 
  • Strong analytical skills. 
  • Proficient with Microsoft Office Suite.
