We kicked off 2019 with the signing of New York’s RHA, an example of bold legislation designed to ensure women have the health care they need and providers can meet the needs of their patients without political interference. Join us in celebrating and supporting the elected officials that made this historic bill passage possible. Since then, 2019 has been a challenging year for abortion rights nationwide, so let’s make sure to thank our elected officials for supporting access to abortion care and end this session on a positive note![/fusion_text][fusion_text]
Comprehensive K-12 Sex Education
A-6512 (Nolan/ Gottfried)/S-4844 (Metzger/ Montgomery) requires public schools to teach medically accurate and inclusive K-12 comprehensive sex education that is age appropriate and reflects national standards and best practices.[/fusion_text][fusion_accordion type=”” boxed_mode=”” border_size=”” border_color=”” background_color=”” hover_color=”” divider_line=”” title_font_size=”” icon_size=”” icon_color=”” icon_boxed_mode=”” icon_box_color=”” icon_alignment=”” toggle_hover_accent_color=”” hide_on_mobile=”small-visibility,medium-visibility,large-visibility” class=”” id=””][fusion_toggle title=”Read More” open=”no” hide_pop_tinymce=””]There is currently no requirement that New York schools teach sex education – and many do not. Of the public schools across New York that do provide sex education, the curriculum is often inaccurate, incomplete, and stigmatizing. The curriculum often does little to educate students on healthy decision-making. LGBTQ students are largely stigmatized or ignored entirely. Even basic information on anatomy can be inaccurate, and curriculum materials often reinforce negative gender stereotypes that harm young people.
Gaps in sex education leave New York students ill-equipped to keep themselves safe and healthy. Lack of education allows stereotypes, misinformation, and toxic relationships to spread.
We need K-12 Comprehensive Sex Education (CSE) that will prepare young people to make healthy decisions and have healthy relationships. This legislation requires public schools to teach medically accurate, inclusive, K-12 CSE that is age-appropriate and reflects national standards and best practices. CSE will combat bullying and discrimination as well as sexual harassment and violence. It will reduce poor health outcomes and improve educations. It will promote a culture of consent and healthy relationships.[/fusion_toggle][/fusion_accordion][fusion_text]
Study of Limited Service Pregnancy Centers
S.6311 (Hoylman): NYS DOH Study of Limited Service Pregnancy Centers.[/fusion_text][fusion_accordion type=”” boxed_mode=”” border_size=”” border_color=”” background_color=”” hover_color=”” divider_line=”” title_font_size=”” icon_size=”” icon_color=”” icon_boxed_mode=”” icon_box_color=”” icon_alignment=”” toggle_hover_accent_color=”” hide_on_mobile=”small-visibility,medium-visibility,large-visibility” class=”” id=””][fusion_toggle title=”Read More” open=”no” hide_pop_tinymce=””]Limited Service Pregnancy Centers (LSPC), sometimes known as anti-abortion crisis pregnancy centers, are facilities (including mobile facilities), which dissuade women from seeking abortion care and push an anti-abortion agenda while seeking to provide services to clients who are or may be pregnant. LSPCs are not licensed health care facilities and typically does not have a licensed health care providers on staff; they also do not provide/refer patients for the full range of comprehensive reproductive and sexual health care services (contraception, testing/treatment of sexually transmitted infections, abortion care, and prenatal care).
S. 6331 would authorize the Commissioner of Health to conduct a study and issue a report examining the unmet health and resource needs facing pregnant women in New York and the impact of limited-service pregnancy centers on the ability of women to obtain accurate, non-coercive health care information and timely access to a comprehensive range of reproductive and sexual health care services.
Decisions about pregnancy are time sensitive, whether a woman chooses to continue her pregnancy and needs prenatal care or wants to end her pregnancy and needs an abortion. If a woman becomes pregnant and chooses to continue the pregnancy, having a healthy pregnancy is critical both to her health and to ensuring positive pregnancy outcomes. Delayed access to prenatal care, abortion care, and emergency contraception all pose threats to public health.
New York State has prioritized improving access to adequate and early prenatal care, timely abortion care, and emergency contraception, as well as, and in connection to, reducing maternal mortality and morbidity rates and disparities. To that end, identifying gaps in health care and unmet resource and pregnancy-support needs, in particular for low-income communities, is critical to achieving optimal health outcomes for women who are or may be pregnant.
Meeting the health and resource needs of pregnant women, as well as the potential negative impact of certain practices by unlicensed facilities that offer limited pregnancy services, are matters of state concern and understanding those practices, how to address any resulting harms, and how to support pregnant women’s unfulfilled health care and resource needs are important exercises of the legislature’s constitutional mandate to protect the public health.
