ORGANIZATIONAL SUMMARY
The National Institute for Reproductive Health (NIRH) builds power at the state and local level to change public policy, galvanize public support, and normalize women’s decisions about abortion and contraception.
Using a partnership model, we provide state and local advocates with strategic guidance, hands-on support, and funding to create national change from the ground up. We are a force multiplier – we form strategic partnerships with a wide range of organizations to directly impact the reproductive health and lives of women across the country. Since 2008, NIRH has provided direct grants and hands-on support to more than 145 reproductive health, rights, and justice organizations in 37 states and 50 localities across the country.
At the national level, we go where others don’t, engaging in groundbreaking public opinion research, proactive policy initiatives, and innovative advocacy campaigns to shape a new national conversation about reproductive freedom.
Our political arm, the NIRH Action Fund, works in parallel to change state and local electoral and policy landscapes.
DATA AND DATABASE CONSULTANT SUMMARY
NIRH’s Local Reproductive Freedom Index (Local Index) is a first-of-its-kind initiative that evaluates the reproductive health, rights, and justice policies of 40 U.S. cities using 37 different indicators. It helps local leaders better understand how their city fares when it comes to reproductive freedom and encourages cities to implement policies and practices that will ensure their residents have the full freedom and ability to control their reproductive and sexual lives. Each city in the Local Index receives a score of 0-5 stars, which reflect an internal score on a 10 point scale.
As NIRH prepares to launch the 2nd edition of the Local Index, we are seeking a consultant with expertise in Excel and data science to evaluate our current process for calculating city scores, create a new methodology if needed, and develop a database for tracking information.
Primary Responsibilities:

  • Create a user-friendly database or spreadsheet that meets specified needs for the Local Reproductive Freedom Index, to be described
  • Review methodology used to score cities to ensure it is statistically sound, meets described goals and has longevity
  • Collaborate with staff on establishing and documenting protocols and best practices
  • Develop a methodology and interface for cities and towns to self-score if they are not included in the Local Index research, based on methodology developed for the report

Qualifications:

  • 4-6 years of experience working with Excel and creating user-friendly databases
  • Background in data science and algorithm creation
  • Responsive to feedback and ability work collaboratively with a range of staff with limited background in data
  • Support for reproductive health, rights, and justice
  • Location in the tristate area is ideal but not required

Those applicants will receive a more detailed description of the project and sample spreadsheets used for the first edition of the Local Index and will be asked to submit a proposal including a mock-up, hourly rate, estimate of hours, and a proposed timeline.
