The CAIR Project (Washington) established and led a statewide coalition of reproductive health, reproductive justice, and disability rights organizations to expand their understanding of the barriers that a growing population of dual-eligibles face in accessing abortion care in Washington State. NIRH worked with CAIR to establish a rule change that would address these barriers.
